Director, Facility Maintenance

The Ottawa International Airport Authority (Authority) is accepting applications for a Director, Facility Maintenance position.

Oversee and manage the Authority’s building, electrical, mechanical, structural, airfield electrical, civil infrastructure, municipal service maintenance, and building cleaning services.

ESSENTIAL FUNCTIONS :

  • Ensure the provision of safe and reliable Airport facilities including all airfield electrical systems, Airport buildings and civil infrastructure through upkeep of scheduled and unscheduled maintenance activities
  • Provide technical advice to senior Airport Management on maintenance planning, life cycle maintenance, and obsolescence aspects of existing infrastructure
  • Provide recommendations on programming and implementing of sizeable maintenance scopes that impact the Airport Capital Program
  • Provide Airport Senior Management with technical advisory services on all matters related to Airport facility maintenance related management aspects
  • Assist with the Airport technical administration function, overseeing several inter-related technical trades people, technicians and consultant engineers in provision of Airport facility life cycle management
  • Establish annual objectives for Airport maintenance staff, reviews and evaluates related maintenance work
  • Collaborate with Human Resources to develop recruitment strategies, participate in candidate interviews, and make informed recommendations for hiring and promotions to build a high-performing facilities team
  • Select, schedule and coordinate operational maintenance work to attain Airport program objectives
  • Responsible for coordinating the implementation of maintenance capital projects in conjunction with project managers
  • Responsible for managing the computerized Airport maintenance database
  • Responsible for supporting the Airport Facility Alteration Permit program as required
  • Responsible for oversight of Facilities Standards Coordinator and related responsibilities
  • Responsible for supporting Senior Management as needed during Airport emergencies

  • Be able to manage multiple projects simultaneously and to work independently, assess priorities, give attention to detail;
  • Have strong interpersonal skills and a drive for results which are essential to success within the role; and
  • Have strong economic thinking skills, high motivation, and as well, proven facilitation and negotiation skills.

These abilities, combined with a professional and positive attitude, will ensure success in building positive working relationships in a team environment.

ESSENTIAL QUALIFICATIONS :

  • University Degree in Facility Management, Engineering (Civil, Mechanical, or Electrical), Architecture, Construction Management or related
  • 8 (eight) or more years demonstrated experience in managing facility operations for a large organizations
  • 5 (five) or more years of relevant experience working in an Airport environment or managing a complex campus environment involving numerous buildings, roads and parking lots
  • Experience leading and managing a large multi–discipline trades, technical staff, and 3rd party consultants
  • Strong technical knowledge in mechanical, electrical and civil systems as well as building architecture and facility management
  • Experience managing budgets, allocating resources effectively, and making strategic financial decisions to optimize facility operations and achieve organizational objectives
  • Experience in contract administration, financial oversight of contracted relationships, ensuring compliance of contracted relationships
  • Knowledge of contract/consultant authorities and procedures
  • Knowledge of facility maintenance and life cycle management principles 
  • Knowledge of Canadian national building, electrical, mechanical and energy codes, as well as accessibility standards and regulations
  • Knowledge of Canadian occupational health and safety regulations
  • Knowledge of automated computer aided design, drafting and technical data management systems
  • Knowledge of LEED for existing buildings
  • Knowledge of computerized maintenance management and pro-active facility maintenance management principles
  • Knowledge and experience with construction contracts and the Ontario Construction Lien Act
  • Hands-on experience with standard office automation software is required, Microsoft Office Suite (latest version)
  • Effective communications skills in English (written and verbal) 
  • Valid driver’s license (Class G or equivalent)

ASSETS :

  • Licensed Professional Engineer (P.Eng) with the Professional Engineers Ontario (PEO)
  • Knowledge of airport facilities and related technology
  • Knowledge of Canadian Transportation Regulations
  • Bilingualism (English and French)
