Manager, Learning & Development

The Ottawa International Airport Authority is accepting applications for a Manager, Learning & Development position.

Under the general direction of the Director Human Resources, the Manager, Learning & Development is responsible for designing and recommending learning strategies, managing training programs, conducting learning needs assessments and developing employees’ skills and knowledge within the Authority. This includes delivering, implementing and evaluating learning in a variety of formats (instructor-led training, e-learning modules, workshops, webinars and other innovative learning technologies) which supports all Authority training platforms. The Manager is a strategic partner and expert resource to the training portfolios of all departments.

ESSENTIAL FUNCTIONS :

  • Manage the Learning and Development program to ensure compliance with Authority training requirements;
  • Coordinate and implement training for employees, and work closely with management to understand training requirements for each position;
  • Ensure compliance with regulatory training requirements and analyze metrics to track training data;
  • Conduct research into the latest techniques, tools, partnerships, and practices related to organizational learning and development, including building relationships with and sourcing training providers;
  • Create and execute learning strategies and programs for the Human Resources department;
  • Work with the departmental leaders and subject matter experts to identify learning priorities, review current programs, develop new learning and training programs;
  • Build strong relationships with management and employees, and ensure awareness of trends and opportunities to anticipate learning and development needs across the organization;
  • Develop, evaluate, coordinate, and deliver all employee HR training initiatives including conducting training needs analyses and consulting with other human resources staff to identify learning, development and training priorities;
  • Be a key resource to other departments in order to develop, evaluate, coordinate, and deliver employee training initiatives (e.g. performance improvement plans, coaching, job-shadowing, online training);
  • Develop and implement, in consultation with all departments, a corporate annual learning and development calendar;
  • Prepare, design/customize, and deliver course materials for in-person and virtual training, including coordinating logistics and set-up for training events;
  • Develop and implement training initiatives as a result of related discipline for employees;
  • Evaluate employees on post-training initiatives;
  • Coordinate, research, propose and facilitate corporate leadership development opportunities across a continuum for various levels within the organization;
  • Provide input in the development and implementation of succession planning programs;
  • Provide input into the human resources business plan and budget by preparing, forecasting and monitoring operations within the approved training budget;
  • Plan, develop and implement corporate human resources policies, procedures, manuals, and forms related to organizational learning and development;
  • Establish and track key human resources performance indicators related to organizational learning and development;
  • Communicate and enforce the training request and approval process for all employees;
  • Collaborate with external training vendors, consultants, and educational institutions to ensure high-quality learning content and resources;
  • Create and maintain the HRIS training module content, track employee progress and generate reports on learning metrics.

The successful candidate must :

  • Have strong facilitation skills, including the ability to develop and deliver engaging presentations, including the ability and willingness to ask probing questions.
  • Have the ability to work collaboratively in a team environment; be flexible, open to change; and possess sound problem-solving.
  • Be self-motivated, detail-oriented, organized, and possess strong time management/multi-task skills to competing priorities and frequently changing issues with internal/external pressures or set deadlines.
  • Maintain confidentiality and discretion at all times when handling sensitive and/or confidential matters. 
  • Possess a valid driver’s licence (Class G or equivalent).

ESSENTIAL QUALIFICATIONS :

  • Bachelor’s Degree in Human Resources, or other related discipline (Organizational Development, Psychology, Adult Education) or related discipline (combination of education and experience may be considered);
  • Minimum of six (6) years of experience in the field of human resources, and/or learning, development and training;
  • Strong knowledge of talent management and learning technology best practices is essential to this role;
  • Strong facilitation skills, including the ability to develop and deliver engaging presentations based on adult learning principles;
  • Current knowledge of effective learning and development methods in a complex, union, corporate environment;
  • Creativity to develop/brand and market training programs and materials that have impact to a broad audience;
  • Excellent interpersonal and communication skills, including ability and willingness to ask probing questions;
  • Exceptional verbal, written and interpersonal communications skills (English and French);
  • Strong analytical and problem identification skills. Specifically, able to diagnose work group/individual training needs and recommended solutions to various stakeholders;
  • Ability to work independently and collaboratively in a professional and confidential team environment;
  • Solid knowledge of HR principles, practices, laws and regulations;
  • Understanding of labour and employment law; the Canada Labour Code (CLC), the Canadian Human Rights Act, and collective bargaining agreements;
  • Proficient in Microsoft Office suite (Outlook, PowerPoint, Word, Excel, Teams) and Learning Management Systems;
  • Familiarity with eLearning platforms and practices;
  • Self motivated, analytical thinker with strong problem solving and organizational skills;
  • Eagerness to contribute to the overall success of the Authority;
  • Must demonstrate a willingness to continually learn HR theories, trends, and practices as well as new applications, methods, and techniques;
  • Willingness to travel to training courses and conferences as required.

ASSETS :

  • Completion of an advanced learning and development program or related post-secondary program (i.e., Certified Training and Development Professional);
  • Certified Human Resources Professional (CHRP) or equivalent designation;
  • Previous experience in a Federally regulated environment;
  • Experience with Predictive Index® (PI) Behavioural Assessment™;
  • Previous experience working with the UKG HRIS;
  • Prior related experience within a unionized environment.
