Telecommunications Specialist
The Ottawa International Airport Authority (“Authority”) is accepting applications for a Telecommunications Specialist position.
Reporting to the Manager, Telecommunications, this role is responsible for the ongoing operation and support of the Ottawa International Airport Authority’s (“Authority”) Telecommunication platforms including mission critical systems.
They monitor the installations, testing, and maintenance of all circuits, phone, and voice services including critical systems, such as radios and communication consoles. They support the installation, design, and maintenance of telecommunications equipment, access provider network equipment, and supporting functions related to telecommunications to meet the requirements of the Authority. They administer the day-to-day technical operations of all telecommunications services.
ESSENTIAL FUNCTIONS :
Telephony
- Operate and administer a Voice over Internet Protocol (VoIP) telephony system including Cisco Call Manager and related equipment, a Cisco Unity voice mail system, and a Cisco Emergency Responder system including system backups;
- Coordinate the installation of new telephone equipment in Authority offices, boardrooms, tenant offices and common-use areas;
- Update Telephony Public Switched Telephone Network (PSTN) services;
- Administer the Authority’s telephone auto-attendant tree;
- Provide end-user training;
- Provide technical advice on telecommunications systems to IT Management;
- Receive feedback, identify users’ needs and requirements and mobilize existing technology to meet their criteria;
- Document plans, requests, activities and specifications and report on them;
- Monitor, test systems, peripheral equipment and troubleshoot problems;
- Evaluate the efficiency, reliability and over capabilities of the systems in place, and based on evaluation, implement enhancements and optimizations to ensure that the systems meet the required performance standards and meet organization needs;
- Provide prompt resolution to escalated help desk service requests for Authority users;
- Follow current industry standards and best practices; and
- Perform other related duties as assigned.
Voice Recording System
- Coordinate installation, maintenance, and repair of voice recording systems; and
- Perform other related duties as assigned.
Public Address (PA) System
- Coordinate installation, maintenance, and repair of the Authority’s IED PA equipment including system backups;
- Provide prompt resolution to escalated help desk service requests for Authority users;
- Coordinate the installation of paging stations; and
- Implement features and integration with other airport features in consultation with the Manager, Telecommunications; and
- Perform other related duties as assigned.
Intercom System
- Coordinate installation, maintenance, and repair of the Authority’s Zenitel intercom equipment, including backups;
- Provide prompt resolution to escalated help desk service requests for Authority users;
- Coordinate the installation of intercom stations;
- Implement features and integration with other airport features as directed; and
- Perform other related duties as assigned.
Common Cabling System
- Coordinate installation, maintenance, and repair of CCS equipment within telecommunication closets and the Authority’s IT cabling to meet standards;
- Order new cabling call-ups for all IT systems; and
- Perform other related duties as assigned.
Radio Systems
- Management of existing radio systems including the P25 (police/Fire/City) as well as OIAA owned MOTOTRBO, and DAS systems for both;
- Coordinate installation, maintenance, changes and repair of the radios and radio systems; and
- Provide prompt resolution to escalated help desk service requests for Authority users.
Console System
- Management of existing Console systems including the interfaces to all existing communication devices (radio, PA, telephony, intercoms and contacts/speed-dials);
- Coordinate installation, maintenance, changes and repair of the consoles; and
- Provide prompt resolution to escalated help desk service requests for Authority users.
Lightning Detection System
- Management of existing lightning detection systems including the matrix and interface to activate the strobe alerting system;
- Coordinate installation, maintenance, changes and repair of the system; and
- Provide prompt resolution to escalated help desk service requests for Authority users.

ESSENTIAL QUALIFICATIONS :
- University degree or College diploma in Computer Technology, Computer Science or in a related discipline OR a combination of relevant education and a minimum of three (3) years’ related experience;
- Knowledge of operating systems and applications, as well as hardware and software troubleshooting;
- Understanding the behavior of software in order to deploy it and to troubleshoot problems;
- Willingness and ability to collaborating effectively with colleagues, stakeholders, and other teams; and
- Excellent communication and written skills in English.
ASSETS :
- Familiarity with wiring, data cables, and circuitry;
- Ability to think critically and determine viable solutions to problems;
- Initiative to remain up to date with industry trends;
- Ability to produce thorough, complete, and concise technical documentation;
- Capacity to make quick decisions especially when faced with critical issues such as outages or backups; and
- Bilingualism (English and French).
ABOUT THE POSITION :
Salary
$80.767.00 to $91,287.00 per year in accordance with the current Collective Agreement (July 1, 2022 to June 30, 2024 rates) and based on a work week of 37.5 hours.
Job requirements
- Provide a driver’s abstract (issued within the last month); and
- Successfully obtain a security clearance check for an Airport Restricted Area Identity Card (RAIC).
