The Ottawa International Airport Authority is accepting applications for a Emergency Management Specialist – Regulatory Compliance position.

Reporting to the Manager Emergency Management, the Emergency Management Specialist is responsible for supporting the development, training, testing and evaluation of the organizations relevant standard operating procedures in order to optimize the Authority’s emergency and disaster response. As a subject matter expert, the Emergency Management Specialist represents the Authority’s interests in the alliance of emergency, security and irregular operations plans with regulators, supporting agencies and other internal and external stakeholders.

ESSENTIAL FUNCTIONS :

  • Assist in ensuring regulatory compliance with Canadian Aviation Regulations (CARs) related to the planning, preparation and delivery of emergency management training at the Ottawa International Airport, including coordinate learning materials, presentations and related logistical needs for training events.
  • Act as the subject matter expert (SME) and as a training facilitator for the Authority’s Virtual Reality (XVR) Simulator System, which includes working with multiple stakeholders to create and run realistic, challenging  response scenarios in order to train and/or validate individual and collective training skills competency;
  • Assist in the design, planning, preparation and execution of emergency management and security exercises, including table-top exercises (TTXs), case studies, drills, simulations, limited scope and full field training exercises in order to test, train, and practice the established preparedness of internal and external stakeholder responses;
  • Assist in the coordination and development of the Airport Emergency Management Program Plan, policies, standard operating procedures, checklists, and various emergency notification contact lists;
  • Assist in the execution of the Passenger Care Program and Business Continuity Plans during emergencies and irregular operations as required;
  • In relation to emergency and irregular response, perform quality assurance and quality control initiatives in order to ensure administrative and procedural activities are undertaken to fulfill goals, and address gaps accordingly;
  • Act as a scribe for the Airport Emergency Coordination Centre (ECC) as well as assist in the maintenance and support of the Airport ECC on a day-to-day basis, and during a crisis or emergency response event;
  • Research, recommend, procure and assess resource (people, equipment, services, software, etc.) solutions that will optimize overall emergency and irregular operation responses, business continuity and business resumption – such solutions may relate to training, equipment, infrastructure, etc.;
  • Track and manage courseware development, instruction and required certification records;
  • Maintain training records, including system logs for the Virtual Reality (XVR) simulation platform;
  • Maintain an inventory of supplies for emergency management and the Passenger Care Program;
  • Maintain a library of developed exercises, training scenarios and courses;
  • Perform a variety of administrative, operational, research and analytical duties as required in support of the emergency management and security programs and develop reports, recommend policies, procedures, etc.;
  • Participate in special projects;
  • Represent the Authority’s interests through various committees / meetings; and
  • Perform other related duties as assigned.   

The successful candidate must :

  • Be must be cognizant of theories, principles and practices of emergency management in relation to mitigation, preparedness, response and recovery.
  • Possess an understanding of the Incident Command System (ICS), functions and the operations of external stakeholders, including community emergency and disaster support and assistance resources.
  • Demonstrate an understanding of and the ability to apply the Systems Approach to Training (SAT) or an equivalent training development system.
  • Have experience in developing, conducting and assessing emergency preparedness/response and security exercises.
  • Be highly motivated and possess well-developed communications skills and people skills. They will be organized, detail oriented, and safety conscious.
  • Have the ability to develop, coordinate and train others in emergency and irregular operation procedures.
  • Have the skill sets necessary to prepare clear, accurate and concise reports, procedures and other written instruction or material, as well as identify resource requirements and develop the means to obtain and meet them.
  • Routinely demonstrate initiative and strong attention to detail.
  • Demonstrate their customer service and time management skills.
  • Ability to work effectively both independently or in a team environment, work effectively under pressure and react quickly to unexpected events; and
  • Possess a valid driver’s licence (Class G or equivalent).

ESSENTIAL QUALIFICATIONS :

  • Diploma or degree from a college or university in emergency management or a related field with a minimum of two (2) years’ of related professional experience or an equivalent combination of emergency management / disaster planning education with a minimum of (5) years’ of operational emergency preparedness experience;
  • Experience with training simulation software (i.e. XVR ) or willingness and capability to be trained on the XVR simulation software;
  • Knowledge of adult training and development tools and techniques with related experience; 
  • Knowledge of and ability to interpret and apply relevant regulations, internal policies, procedures, etc.; 
  • Fully conversant with MS Office software (Outlook, Word, Excel, and PowerPoint) including data management software i.e. SharePoint; and
  • Bilingualism (English and conversational level French), with excellent communication and writing skills in English.

ASSETS :

  • Familiarity with airport, aviation or airline operations;
  • Experience working in an emergency operations center.

ABOUT THE POSITION :

Salary

$80,737.00 to $91, 287.00 per year in accordance with the current Collective Agreement (July 1, 2022 to June 30, 2024 rates) and based on a work week of 37.5 hours. 

Job requirements

  • Provide a driver’s abstract (issued within the last month);
  • Successfully obtain:
    • A security clearance check for an Airport Restricted Area Identity Card (RAIC);
    • An Airport Vehicle Operator’s Permit (AVOP-D/A); and
    • A Restricted Radiotelephone Operator’s certificate.
